Año tras año, los informes de FUNDAE reflejan el desaprovechamiento de esta posibilidad de actualizar y ampliar conocimientos en el marco laboral.
Las estadísticas de FUNDAE sobre formación para empresas bonificada
El año 2016 ha sido el primero en el que la Ley 30/2015 ha inaugurado una nueva etapa en el sistema de programación de formación para empresas. Durante el mismo, un total de 367.770 empresas han realizado formación bonificada, solamente el 22,7% de las empresas beneficiarias potenciales de las bonificaciones.
Para ello, pueden realizar estas labores por sí mismas o encomendarlas a una entidad externa que debe, además, someterse a las actuaciones de comprobación, seguimiento y control que realicen las Administraciones competentes.
Así mismo, las empresas que pertenecen a un grupo empresarial pueden organizar su formación conjuntamente, agrupándose todas o algunas de ellas, o de manera independiente cada una de ellas. El balance ha sido:
- 8.994 empresas han optado por organizar la formación por sí mismas.
- 343.353 empresas han organizado la formación mediante una entidad externa o bajo un grupo de empresas.
- 15.423 han utilizado ambas opciones.
Perfil de la empresa adscrita a programas de formación
El marco del sistema de bonificaciones en la formación para empresas ha utilizado un crédito por valor de 514,7 millones de euros, el 67,6% del crédito máximo previsto para tal fín. Atendiendo a su dimensión , las microempresas son el segmento que más proporción de su crédito han consumido, seguido de las grandes empresas y más en concreto las grandes corporaciones con plantillas desde los cinco mil trabajadores.
En relación a su tasa de participación, adquiere valores muy dispares en las microempresas (18,5%), en las pequeñas empresas (51,2%), en las medianas empresas (81,2%) y en las grandes empresas (93%). El sistema contempla, por este motivo, medidas para facilitar que las empresas con más dificultades puedan acceder al sistema. De manera especial, las empresas de menor tamaño que no disponen por sí mismas de estructura para organizar la formación que necesitan.
Causas del desaprovechamiento
Según señala el Observatorio de Competitividad Empresarial sobre Formación elaborado por la Cámara de Comercio de España, el 70% de las compañías desconoce este modelo.
Así, la desinformación se constituye en el principal obstáculo de un acceso más generalizado a la formación para empresas bonificada.
De igual manera, 4 de cada 10 trabajadores no encuentra una buena propuesta formativa para adquirir los conocimientos necesarios en la empresa en la que trabajan.
El desconocimiento y la baja reputación de estos cursos hace que se esté desaprovechando un estupendo canal que para las empresas es un valor añadido de cara a sus empleados.
