Con motivo de las alteraciones que ha originado la cuarentena sanitaria por el COVID19 en la formación para empresas presencial, la Fundación Estatal para la Formación en el Empleo recoge una serie de disposiciones extraordinarias para paliar, en lo posible, la suspensión de la actividad educativa.
Todas ellas se articulan en la Resolución de 15 de abril de 2020 .
La formación para empresas que el COVID ha detenido
Tras la entrada en vigor del Real Decreto 463/2020, de 14 de marzo, en cuyo artículo 9 se establecían una serie de medidas de contención en el ámbito educativo y de la formación para empresas para frenar el ritmo de contagio del cornavirus. se suspendía igualmente «… la actividad formativa presencial en el ámbito de la formación profesional para el empleo, si bien se contempla que durante el periodo de suspensión se mantendrán las actividades educativas a través de las modalidades a distancia y «on line», siempre que resulte posible.»
Como consecuencia:
- El estado de alarma no permite, con carácter general, continuar la ejecución de la formación presencial, tal y como esta modalidad se encontraba regulada en la actualidad.
- Ello ha afectado a un cosiderable número de acciones formativas financiadas con cargo a este sistema: casi un millón de participantes en las convocatorias de subvenciones actualmente en ejecución y más de 360.000 empresas y 5 millones de trabajadoras y trabajadores en cuanto a la formación para empresas ya programada.
Objetivo de la resolución
Los objetivos fundamentales que persiguen las medidas que contiene la Resolución de 15 de Abril de 2020 se dirigen a :
- Establecer unas condiciones temporales de flexibilidad en la ejecución de la formación profesional para el empleo en que ha de ejecutarse temporalmente la formación profesional sin detrimento de la eficacia que ha de mantener de cara a fomentar la empleabilidad de los trabajadores y trabajadoras y la competitividad de las empresas.
- Preservar el mayor número de empleos posibles en el sector formativo.
- Facilitar a consultoras de formación para empresas y demás entidades del sector formativo, así como a personas ocupadas y desempleadas, procedimientos para afrontar las nuevas situaciones que se puedan plantear en el futuro, reforzando sus capacidades mediante las iniciativas previstas.
Las medidas extraordinarias
Este es un resumen de las principales medidas extraordinarias que se incluyen en la resolución:
- La impartición de las acciones o grupos formativos que se hubiera suspendido, a causa de la declaración del estado de alarma por el Real Decreto 463/2020, de 14 de marzo, podrá reanudarse una vez cesada la vigencia del mismo.
- Las acciones o grupos formativos suspendidas iniciadas con anterioridad cuya modalidad de impartición fuera la modalidad presencial o mixta, podrán continuar ejecutándose en la modalidad virtual o de teleformación.
- Se podrá cambiar a la modalidad de teleformación la impartición de las acciones o grupos formativos no iniciados pendientes de ejecución a la entrada en vigor de esta resolución, que se inicien durante el estado de alarma o una vez finalizado el mismo, cuya modalidad fuera presencial, así como la parte presencial de la modalidad mixta, manteniéndose el coste del módulo de la modalidad inicial de la acción formativa.
- Las acciones formativas dirigidas a la obtención de certificados de profesionalidad en modalidad presencial s encuadran también en la aplicación de las medidas anteriores.
- No será aplicable la teleformación para aquellos contenidos y pruebas presenciales del certificado de profesionalidad que requieran la utilización de espacios, instalaciones y/o equipamientos para la adquisición de destrezas prácticas. Estos contenidos y pruebas se impartirán una vez concluya el estado de alarma, dentro del plazo de ejecución del programa o acción formativa.
