El Servicio Público de Empleo Estatal emitió el 15 de abril de 2020 una Resolución en la que se arbitraban una serie de medidas extraordinarias en materia de formación profesional para el empleo en el ámbito laboral para enfrentar el impacto de la pandemia del Covid19. ADEK consultora de formación recoge en este artículo las aclaraciones que, a posteriori, ha ofrecido FUNDAE para atender a las cuestiones y dudas más relevantes que han surgido desde el sector al respecto:
1. ¿Cómo cambiar la modalidad de presencial a teleformación?
Según indicaba la Resolución extraordinaria , sobre la posibilidad de modificar la modalidad de impartición de acciones formativas de presencial a teleformación, “… es necesario que la entidad impartidora se encuentre inscrita en esta modalidad de teleformación».
Dado que la anterior inscripción se realizaba en la aplicación específica de solicitud y que en la actualidad no se encuentra activa para poder formalizara la inscripción, en la aplicación de solicitud del plan, donde se generaba automáticamente el anexo de inscripción. Ahora esta aplicación está cerrada y no pueden las entidades inscribirse en esta nueva modalidad.
Para solventar dicha deficiencia, y mientras se trabaja en la adaptación de la aplicación telemática de comunicación de grupos formativos a los cambios previstos en la Resolución, se comunicaran en la aplicación telemática actual los cambios de acuerdo al siguiente procedimiento:•
- Verificar que la acción formativa figura en la modalidad de teleformación en el Catálogo de Especialidades Formativas del Servicio Público de Empleo Estatal o en el Plan de Referencia Sectorial del ámbito sectorial para la especialidad afectada.
- Presentar la correspondiente acreditación o inscripción de la consultora de formación para impartir esa acción en la modalidad de teleformación.
- Si falta la inscripción, esta deberá efectuarse por cada entidad a través de la presentación de la correspondiente declaración responsable en los términos previstos en la citada orden ministerial y en la respectiva convocatoria.
2. Condiciones de registro en el Aula Virtual de alumnos participantes en acciones de teleformación
En cuanto a las complicaciones que pudieran presentarse en las condiciones de registro en el Aula Virtual mediante conexiones que identifiquen los participantes en el aula así como sus fechas y tiempos de conexión:
- Cuando la formación presencial se desarrolle mediante aula virtual, y la herramienta tecnológica utilizada para el aula virtual no cuente, aunque sea lo más deseable, con un registro de conexiones, la participación se podrá constatar mediante declaración responsable de la persona participante en la que conste su realización de la acción formativa de que se trate, de manera que ésta quede claramente identificada.
- Si un participante se identifica con su usuario y clave deberá quedar constatada su identidad mediante su NIF, notificándolo a través de las aplicaciones telemáticas de comunicación de participantes de FUNDAE.
3. ¿Una consultora de formación puede combinar teleformación y «aula virtual»?
Respecto a la posibilidad de que cualquier consultora de formación pueda combinar en una misma acción teleformación y «aula virtual», solamente se concede esa posibilidad cuando la acción formativa se haya aprobado como mixta, de forma que:
- En las acciones formativas en modalidad presencial, o en la parte presencial de la modalidad mixta o de teleformación, dicha parte presencial que, en su caso, la acción formativa precise se podrá impartir en su totalidad mediante aula virtual, considerándose en todo caso como formación presencial.
- En el caso de certificados de profesionalidad, la impartición mediante aula virtual no será de aplicación a aquellos contenidos que requieran la utilización de espacios, instalaciones y/o equipamientos para la adquisición de destrezas prácticas, los cuales se deberán impartir con posterioridad a la finalización del estado de alarma, dentro del plazo de ejecución del programa o acción formativa. Tampoco a las pruebas presenciales de la evaluación final de cada módulo formativo, que deberán realizarse con posterioridad a la finalización del estado.
